This article seeks to explain the unevenness of demand for skills between differing sectors of the South African economy. The analysis privileges a segmented labour market approach as the best means of explaining the 'sector skills 'relationship. This is because labour markets play a crucial role ,firstly , in establishing the institutional linkages between economic sectors and education and training providers, and secondly because segmented labour markets play the leading role in meeting the differentiated demand for skills across divergent sectors of the national economy.
