Aim of the Infrastructure Governance programme:

This programme has been established as a stand-alone programme to respond to ECSECC's mandate to mobilise and coordinate stakeholders to drive a common provincial infrastructure agenda in the Eastern Cape. This is done to improve integration of infrastructure planning across sectors and spheres of government.

Overview of the programme:

Until the launch of the National Infrastructure Plan and the Presidential Infrastructure Co-ordinating Commission (PICC) in 2011, South Africa and the Eastern Cape had a rather ad hoc approach to infrastructure planning. The PICC process offers the Province a huge opportunity to improve the planning of strategic economic infrastructure. ECSECC has been mandated by OTP to be responsible for the planning and co-ordination of the Eastern Cape interface with the Strategic Infrastructure projects (SIPs) in the Province.

Objectives of the programme:
 
Develop and drive a common provincial infrastructure agenda to support socio-economic development
 
The main focus of the programme is to:
  • Ensure the co-ordination and planning and implementation of strategic Infrastructure Projects (SIPs)and Provincial Strategic Projects(PSPs)  in the Province
  • Ensure that the economic benefits of SIPs are optimised
  • Ensure resources are mobilised
In the 2017/18 financial year the programme will focus on the following areas:
 
Support the OTP infrastructure stakeholder management and coordination
Small town development
Planning support to district municipalities
