The central rationale of the project is to support the building of a capable developmental local state that partners with the citizens in planning and implementing the development agenda. ECSECC works closely with ECLGTA and SALGA in its local government support work. This project is designed and implemented in support of the national "Back to Basics" approach to local government.

ECSECC will particularly support Buffalo City Metropolitan Municipality, Nelson Mandela Bay Metropolitan Municipality, Chris Hani District Municipality, Lukhanji Local Municipality, OR Tambo District Municipality and King Sabata Dalindyebo Local Municipality focusing on building their capabilities in respect of strengthening evidence based planning, programme design, projects packaging and implementation. Special attention is placed on infrastructure development and economic development initiatives. An element of the programme focuses particularly on support for long term planning and developing a leadership shared understanding of the Provincial Development Plan (PDP) imperatives and commitments. This project should be read in conjunction with the Economic Governance on "spatial development". 

ECSECC is implementing this project in partnership wit the OTP, CoGTA EC, the EC Department of Treasury, Sector Departments, individual municipalities, the SALGA, LGSETA, the Cities Network ECNGOC. ECSECC's niche in the project is development facilitation, stakeholder compacting, embedded by a solid knowledge derived from applied research, experience and involvement in defining the policy priorities of provincial government.

This is a five year project, and the project is expected to produce the following in the 2016/17 financial year:
  • Integrated coordination framework of all Local Government support.
  • Development and approval of a single support and intervention plan for the province.
