THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:

Lead the Eastern Cape Provincial Oceans Economy Secretariat and its operations

Lead content and logistical preparations for the quarterly sittings of the Oceans Economy Provincial Lab Coordination Team 

Provide oversight to the regular sittings of Oceans Economy Delivery Units/Working Groups for their optimal functioning. 

Prepare Lab reports after each sitting of the Oceans Economy Lab Coordination Team, for presentation to various decision-making platforms of government, such as the Working Groups, Clusters, Cabinet Committees, and ultimately EXCO.

Provide project portfolio management to various Oceans Economy initiatives

Conduct policy and strategy needs assessment to identify potential catalytic Oceans Economy projects.

Develop project briefs and value proposition for the identified opportunities for stakeholder buy-in, and further detailed packaging.

Provide strategic support to various Delivery Units to kick-start identified projects.

Lead stakeholder and industry engagements.

Engage Maritime industry players for their active involvement in driving Oceans Economy industry initiatives.

Conduct regular dialogue and Focused Group sessions for continual assessment of stakeholder perspectives.

Comply with all the reporting and planning requirements:

Submit quarterly reports and plans before the 1st day of the month in the third month of every quarter, with complete information provided on the prescribed format.

Create and submit monthly reports in the prescribed format

Ensure proper and timely reporting on all meetings held with stakeholders outside ECSECC-especially when representing ECSECC in such gatherings.

OTHER TASKS ARE AS FOLLOWS:

Establish internal linkages and provide project support to related projects in the EG&HRD Programme

Participate in all relevant ECSECC meetings

KNOWLEDGE, SKILLS AND COMPETENCIES

A minimum Bachelor’s degree or NQF Level 7 qualification preferably in Economics or Industrial Relations, Industrial Sociology or Development Studies

Knowledge of strategic planning and project management methodologies

Awareness of the Maritime industry key initiatives and players

Proficiency in facilitation and stakeholder engagement

Proficiency in the use of MS Excel, MS Word and MS Powerpoint

Valid driver’s license

In order to fully develop into the role, the candidate must demonstrate competency in key behavioural skills:

Communication - Communicates and explains clearly, professionally and concisely, both verbally and in writing; keeps team members informed. Communication in isiXhosa and writing in English.

Self-Management - Can switch between different tasks according to business needs, coping with changing priorities and keeping others informed of possible issues. Has confidence to work independently but is also a team player. Proactive in decision-making.

Working with Others - Maintains open and honest relationships with colleagues and agencies, building trust and confidence, responding proactively to requests and ensuring that others respond to own requests. Must be able to foster good relationships with agencies, whilst still managing to negotiate discounts as appropriate

Travel- willing to travel throughout the Eastern Cape through the data collection process

EXPERIENCE

 A minimum of 5 years’ experience as well as practical experience in project management and facilitation

Interact with stakeholders through the data collection process

WORKING CONDITIONS

Field visits and ECSECC offices

Willingness to work overtime when required

Willingness to travel
