Development and implementation of effective and efficient ECSECC management and governance system and procedures.

Purpose of the Programme

The purpose of this programme is to ensure that ECSECC is effectively managed and governed within dictates of legislation and corporate governance that governs public entities. Its aim is also to provide an enabling environment for employees as they implement ECSECC programmes, through proper systems, policies and procedures.

Description of the Programme

The Operation, Human Resources and Finance Programme serve as support functions whose main aim is to ensure that ECSECC is efficiently managed and that a conducive environment for productive work is created. The programme also prioritizes implementation of policies, systems and procedures governing the organisation.

The finance unit strives to maintain effective and efficient financial management to ensure value for money in the spending of public funds. It operates under the framework of treasury regulations, the PFMA and GRAP. ECSECC has financial procedures and policy manual which informs financial management. ECSECC's finance and Administrative committee meet on a quarterly basis to review finance and administration matters at ECSECC. ECSECC reports on a quarterly basis to the Office of the Premier regarding its stewardship of resources allocated to it, thus variances from budget are identified timeously and corrective action taken.


This programme will be implementing four projects in the 2015/16 financial year.

1. Corporate Governance

The purpose of this project is to strengthen corporate governance, risk management and internal controls. The project is also responsible for the implementation of ECSECC governance systems and procedures. This work is led by the Chief Risk Officer at ECSECC.

2. Financial Management

The purpose of this project is to prepare GRAP compliant midyear and end of year Financial Statements. This will ensure an unqualified audit outcome with no matters of emphasis in pursuit of good corporate governance. This work is led by the CFO and the financial management team.

3. Human Resources Support

The purpose of this projects is to ensure implementation of improvement of the HR system in the organisation. The project is concerned with human resource management, performance management, staff development and employee morale and satisfaction. This work is led by the Corporate Affairs Manager and the HR officer.

4. ICT Governance and Strategy

This project is responsible for the implementation of ICT governance of ECSECC and the implementation and review of ICT strategy to ensure ECSECC has the necessary ICT platform to perform its work. This work is led by the Corporate Affairs Manager and the ICT officer.
